Install Certificate Manager server components using Podman

There are two different deployment types for Podman. One is using the podman-compose command together with the docker-compose.yml file. The other is using quadlets, which take advantage of systemd for managing the containers as a system service. Either can be chosen depending on what suits best for the current use case.
