Correction for complete CILs with MS SQL Server and MySQL

A correction has been done for CIL builds which affects the case where CMDB runs in MS SQL Server or MySQL and the CIL procedure is configured to issue complete CILs (by setting "certificates/file" to 0). The issue caused the complete CILs to be built without certificate entries instead of all the certificate entries. More information about CIL segmentation can be found in section A.3 in CM Technical Description.

Two-step signing improvement

The two-step signing process in AWB has been improved to ensure that two different CM Officers are always displayed on the signed object.

SCEP Intune - reuse of Intune client

In a SCEP Intune setup with multiple handlers in PGW, a single Intune client managed all SCEP requests. The AppId of the first handler processing a request after a PGW restart was used for all subsequent requests, leading to validation errors and SCEP request failures. This has been fixed.
